Plan checking

Overview

We can require plans to be prepared and submitted to us for:

  • Assets to be constructed, and/or
  • Location of proposed assets.

Shoalhaven Water will not accept plans that do not relate to a water development notice or been requested by a staff of Shoalhaven Water.

Building over or on our assets

The structural engineering plans must clearly indicate:

a) Offsets from affected assets to structures/face of piers and adjoining buildings (if deemed to affect the asset), existing/finished surface levels at the building/structure and over the asset, and invert levels of the affected asset. 

b) The manner of construction and the type of material to be used for the protection of the water and sewer asset(s).

c) Proposed or existing concrete encasement of the asset and compliance with protection, clearance and access requirements, plus any other conditions as indicated on the water development notice.

d) Long sections showing cut/fill of site, invert levels of the asset(s), pier depths, floor levels, finished and/or natural surface levels and levels of underside of foundations with appropriate clearances. (See Figure 3)

e) Site soil classification as per AS 2870 (as amended) for the proposed development lot.

f) All levels shall be to AHD.

g) All plans shall include detailed construction notes.

Plan checking fees will be invoiced to the applicant on completion of the assessment. Invoice must be paid within 30 days or before the required inspection.  

All works relating directly to the sewer infrastructure, as specified in the development application notice and building over sewer approval are required to be carried out in the presence and to the satisfaction of Shoalhaven Water’s inspector.

Junction installations and relocations 

If a second junction is required as a condition of the subdivision, the applicant/plumber shall prepare a design plan showing the location of the proposed sewer junction(s) including type, length, depth. These plans need to be submitted to Shoalhaven Water for assessment and approval. 

If an existing sewer junction is being affected by the newly proposed works, the junction may be required to be relocated. In this instance, the applicant/plumber shall prepare a design plan showing modification to the existing sewer junction(s), including at least but not limited to type, length, depth.

Shoalhaven Water’s development team will assess the plans and on completion of assessment provide a copy of approved plan and letter for the required works.

Design submissions shall be in accordance with:

Water Services Associated of Australia – Gravity Sewerage Code of Australia Regional NSW Edition WSA 02-2014-3.1

Water and sewer works designs

Water and sewer construction works can form part of an approved development and may be necessary to provide infrastructure, or the extension of infrastructure, for connection to Council’s water supply or sewerage systems. 

Prior to issue of a construction certificate or subdivision works certificate, you may be required to submit water and sewer design plans for Shoalhaven Water’s approval. Where a complying development certificate is issued, then the design plans are prepared and approved prior to the commencement of any works. The design plans must be approved by Shoalhaven Water before a certificate can be issued.

Where subdivision is proposed, water reticulation and sewerage is to be made available to each proposed lot. All plans and specifications for proposed water supply and sewerage works are to be submitted to and approved by Shoalhaven Water.

Works are to be designed in accordance with:

  • Water Services Association of Australia – Water Supply Code of Australia Regional NSW Edition –WSA03-2011-3.1
  • As directed by Shoalhaven Water.

The design plans must clearly indicate:

  • The infrastructure to be constructed, existing infrastructure and what is to be modified.
  • Details of proposed water and sewerage works.
  • Details of the proposed development including lot layout, contours, buildings and structures (existing and proposed), vegetation, other infrastructure.
  • Construction notes, procedures, practices.
  • Staging of work (if staged).

Water and sewerage design plans need to be prepared by a suitably qualified consultant to Shoalhaven Water's specifications.
